The difficulty is to find balance between buying yourself in Steemit and writing your way to the top. If you do not gain influence on Steemit by buing Steemit, there is no point in buying Steem. If any average creator could get to the front page, it would not serve the business model of Steemit.
One problem in keeping people active is that they might have high expectations of Steemit and post only to make money. When they will not reach high payouts with low quality posts, they will be upset. Some will not reach audienve they deserve as they do not make any connections.. this is a complex system if you want to be visible and succesful.
Indeed it is, and a lot of people who can in fact write decent articles, will want to exclusively publish their work on their own blog... and why wouldn't they?

Because there is a lot of value in posting your work on your own website only, it gives it exclusivity, as opposed to publishing it all over the internet, this way people will have to visit your website in order to consume said content.
