I can only speak for myself, but I find it hard to go through all of the post that are shown on my "home page". I therefore quickly scroll through my home page, and based on the headline I pick a few. I try to upvote more post than I actually read because I have nothing to lose. Other than that I think the people who are gaining 300-1000 upvotes are people who are creating quality original content, and have been on Steemit for quite some time, and therefore have a large following and a solid reputation.
