At first I started to go into a rage but then when I read it that actually made a lot more sense. That you could make small purchases and not pay capital gains on it. To be honest that would be pretty awesome because a person could have big gains and then utilize the value increase to purchase things.
This would incentive more businesses to accept digital currencies and not convert them to Fiat right away. Then when it goes up they could buy thing.
It is interesting.
