I replied on a post of @randohealer just now, who I believe you are working with to help, but I figured I'd repeat here as well.

I'm not sure if you're aware but you can submit accounts to Steemit Inc. to have their "faucet" delegation revoked. It requires going through a procedure on Github (which I'm not too savvy in but you or other more technically minded users may find it trivial!) and supplying some proof so the reviewer can deduce that the accounts are abusing the faucet or violating the ToS. At the very least I think you should tackle the account impersonating you... seems like a pretty cut and dried case there!

If you knock them down to .1 Steem power I'm not even sure they'll be able to flag that often without running out of bandwidth.

Thanks for that, another user pointed me in this direction, but I'm going to leave it to @themarkymark and @guiltyparties who are already on the job. I've given them my list of all the accounts I've found, so hopefully that'll help in the shortrun. Although I need to look into how the upcoming hard fork will affect this situation.
