Witnesses do not get paid to process new signups. No one does, Steemit Inc funds the creation fees and delegation.
Clever, beyond sign ups the votes by these accounts each need to be witnessed just as any network op right?
I would call them spam votes but nonetheless together in volume they add up to mucho "business" for the network and therefore, for witnesses.
