Your vote sell is about 2.2 times what you get when you up vote someone and watch their payout change.
When you are new or do not have much SP it is not very much. Perhaps a few cents. The SP you have the more you can sell your vote for.

So if you are sending .01sbd you need to get at least .03$ worth of upvote back. So those users who still have an upvote worth less than .03$ don't have the minimum requirements for this..

When you sell your upvote, you do not have to send any SBD to MB. They just use your voting power.
Sounds like you are referring to "Buying votes" this is when you send in an amount of SB and they up vote your content. The lowest you can send in is .01 and you normally get an up vote worth .027
