It's not the blockchain that is censored, It's the steemit.com portal to it that is not exactly censored, but curated. Starting out it can be rough as there are lots that can affect your reputation and result in visibility reduction. But being open source anyone can make a site that caters to what they want on the same steem blockchain. I haven't really figured out if content would also be visible here for people to see though
