to publish the private personal information of (another person) or reveal the identity of (an online poster) without the consent of that individual..
Would this description apply if I published photo used from one of his previous post also published on Steemit? He wrote about his talk with some other individual and posted picture of both of them.

No I don't believe it would, if the information is already public, as long as You don't add personal information it would not count ^^ÞDoxxing is more serious than what You've done and I didn't knew that he had published that photo and name..Taken from the following link ;) (although I don't agree with man-made laws, they're still a 'thing' to have in consideration for one's own safety)
