Inevitably they lead to centralised authority because formal processes can usually be abused. Guidelines are just advice on how to behave which minimize the likelihood of a dispute. Anyone can advise on guidelines and it's up to individuals to choose whether they are important enough to them to abide by them and to encourage others to.
