Royalty Free is a type of paid licensing. Royalty Free images are not free. Professionals who use stock images know this, but it’s been a problem with Google searchers who see the word free and think it must mean the images are free! Free images are Copyright Free. That’s what you get on Pixabay. But you still need to double check those images with Tineye, as surprise, surprise, sometimes people steal images and upload them. But you are probably 99% safe with them though. But I would always double check because the end user is responsible for finding the original source - not Pixabay!
