I think it would be reasonable for the registration form to go into detail where they are getting traffic from. An option for “I was referred by a friend” that once checked open a txt box for the user to type in Steemit user name. Once the form has been completed and sent the name can be checked against the database where if it comes back yes, there is a member by this name that member receives a notification under the comments section on their panel. It then could simply state like a post “username has requested you vouch that they are a real human and you know them. By up voting this post you agree you know this person. ” Accounts that get up voted by that person then get flagged to be moved up in line.

A little bit easier way would be give existing users coupon codes which they can give to their friends. When a friend creates an account, they use the code to verify that "user X trusts me".
Steemit could give codes for long-time users with reputation score more than 60. That would prevent abuse quite well.
