So the big advantage is that you can upvote without draining your VP... But the downside is that you also don't give or receive reputation points when you use tipU.

Yeah, reputation points are not changing anywhere here. Of course you can always upvote and send tip ;)
Everything that makes more connection between users possible, be it communication or financial or anything else, is good for the platform in the long term in my point of view.
