I completely agree with everything said here. But do the people actually doing this even read posts like this one? When I try to explain to people how their spam is futile and even offensive, many of them don't even speak English or follow what I'm saying. Which could be one reason why their comments appear as recycled spam - they translate a generic, positive phrase into English and then start throwing that same comment onto everything they can in hopes that some of them stick. But what doesn't stick doesn't seem to make any impression on them at all. And if they're playing the odds, they simply don't care. It's a depressing situation, for sure. But if even a few of them read your post here, and the message gets through, that's something positive, at least.

Yep. Can’t clean up all the garbage in one swoop, but can set an example and reach even a few people - who knows that the ripple effect will be. (And, the link to this will be my standard response for such spam in the future, as leverage to keep the message going out as needed)...
