RE: Why is APR constantly at 0%? Why are we allowing witnesses to vote for 0% - I think this needs to be addressed

Once Steem Dollar is worth $1, the witnesses will agree on an interest over 0%. If Steem Dollar goes below $1, it will get lots of interest.
