How is it possible to transfer STEEM POWER?

I thought that Steem Power was not transferrable but Blocktrades seems to be transferring Steem power to a lot of users.

You can buy Steem and easily convert them in Steem power!
Maybe Blocktrade do this two step job for you!
There is no problem there!
