not true. lets say you write the post of your lifetime. it earns 1000 votes, but your earnings are capped at 50$, because you are new. that would be totally de-motivating and unfair to the poster.
you would take away the reason why people trying harder, learning getting better, if you did that solutions 2 of yours. please read my others comment. i explained it there more deeply
and dont forget, 90% of the people might only be able to have a sucessful post with earning through one post.
even i had only 1 posts over 1000$, the others were 100$ and 200$ and i am not sure if i every again will have a 4 figure post...
