Maybe he's not going that far. I'd rather sit on all the drama, squashing it, and give a good wait and see approach. He strikes me as quite brilliant, my guess is he's already onto a new big plan . In the meantime cap'n Ned seems quite talented in guiding the ship towards its desired end.
