That's a terrible analogy. Stick with the facts. Flagging here represent actually "catching the guy". Guess what, a large stakeholder = more ways to dodge the cops.
You can't zero them out. It does not hurt them. You know why? Because they got the stake to continually upvote themselves. Have you learned NOTHING from the flag wars?
Bid bot users are different in that they generally do not have the stake to counteract the continual flagging.
