Syria is one of the key signatories to the nuclear weapons expansion agreement. As a result, the country had the right to build a nuclear reactor for generating electricity. But it was mandatory to inform the IAEA before planning to build any nuclear facilities.
Israel did not sign the international agreement. It is believed that the country has nuclear weapons, although the country did not acknowledge or deny this information.
