It's actually in the white paper:
But basically the more Steem Power you have the more your money your vote gives (subject to the VP score).
I think it is OK to up-vote your own post if you are unknown but obviously if you have millions of Steem Power then it gives you an insurmountable advantage. https://steem.io/SteemWhitePaper.pdf
