There are two factors that led to this number:

No-stop limits

40 meters is about as deep as one can dive on air while still having somewhat of a bottom time (albeit less than 10 minutes, with a safety stop strongly recommended) before decompression stops are required. Even brief moments at depths beyond this without stops during ascent may yield some form of decompression sickness.

Nitrogen narcosis

Technically nitrogen narcosis can take effect anywhere below 60 feet, but below 130 feet it reaches the point of being unmanageable without specialized training. The effects can still be strong even at 130ft, hence PADI generally recommends planning deep dives around 100 feet.

2) 500 m Depth That Blue Whales Can Dive

The Blue whale is the largest animal ever to have lived on Earth; it is larger than any of the dinosaurs. The biggest recorded blue whale was a female in the Antarctic Ocean that was 30.5 m long (more than 3.5 times the length of a double-Decker bus and as long as a Boeing 737 plane) with an estimated weight of 144 tonnes (almost the same as 2,000 men). The tongue alone of a blue whale can weigh as much as an elephant and an entire football team could stand on it!

Sunlight entering the water may travel about 1,000 meters (3,280 feet) into the ocean under the right conditions, but there is rarely any significant light beyond 200 meters (656 feet).

The ocean is divided into three zones based on depth and light level. The upper 200 meters (656 feet) of the ocean is called the Euphotic, or "sunlight," zone. This zone contains the vast majority of commercial fisheries and is home to many protected marine mammals and sea turtles.

Only a small amount of light penetrates beyond this depth.

The deepest, darkest, scariest place on the maps I loved pondering as a child was a crescent-shaped canyon in the western Pacific Ocean.It was called the Mariana Trench, and at the very, very bottom was the lowest point on Earth's surface, the Challenger Deep. Its floor was seven terrifying miles down.
