I am split on how this will impact the platform but also highly doubt this will be able to get through given the current voting structure. However, I think there are more things that can be done that will improve the reward distribution before having to resort to this such as the HiveMind change as it will better categorize pages so that participants could be more efficiently channelled to their interests.
