They will because instead of earning next to nothing on their posts they will actually see some rewards because the flagging experiment is actually evening out the rewards distribution for everyone. It's not aimed at people personally.

Perhaps they would explore the site. Perhaps they would read posts by other people explaining all of this. And in fact if monetary value is the be all and end all perhaps they would be happy to earn any amount of money.

I would encourage you to do so. It is by voting and interacting that this site will reach greater heights.
I was going to post an absurd number of links which don't relate to the subject matter at hand but didn't bother. However one thing I noticed from several of your links is the negative tone you adopt to the very platform you are using. Why is this? If you are so down on steemit why do you stay? Spreading positivity rather than FUD is far more desirable for others who join to see.
