A very unique example of a basic income is the Alaska Permanent Fund Dividend (PFD) program. The PFD fits a UBI definition well, it is essentially individual, universal, uniform, non-conditional and provided in cash.
In 1976 the State of Alaska established the PFD when oil productions began from the largest oil field ever discovered in North America, Prudhoe Bay. The primary purpose of this fund was to save a share of public revenues generated from a non-sustainable resource. The secondary purpose was to remove some of the current revenues from the temptation of the current legislature to overspend and thus to waste public funds while overheating the economy.
Jay Hammond, the governor at the time, was a commercial fisherman who had seen how the benefits from harvesting a publicly owned resource (fish from the sea) were inequitably distributed and went mostly to nonresidents of the state. Therefore he proposed an annual cash distribution to all citizens as a means of ensuring that everyone benefitted from oil productions on state-owned lands. Alaska Inc, was his original plan, to allocate shares to each Alaskan adult, one share for each year of residence up to a total of 25 shares. A cash distribution of 50 dollars per share was then to be made annually to all shareholders who would also be credited with an additional share each year. This means that the longer you are a residence the higher distribution you would get. Thus it was like a reward for the length of residence, which was designed to increase the stability of the population and to reduce the annual turnover in the population. However because this plan did not conform to the equal treatment clause of the U.S. Constitution was rules unconstitutional.
