But if they are a cryptocurrency exchange aren't they supposed to refund me? even because it is really bad for them if I report them to the police for money obtained illegally by a 3rd party.

I don't know how this works. But I do encourage reporting one of their users to the police. I don't think you should blame Bittrex for anything. Think about it for a moment. What would it mean for you if one day you wanted to move your own funds from Steem to, say, Bitcoin and from there to fiat via Bittrex or any other exchange. How could you possibly prove that you were the rightful owner of your account except by knowing the password? The point of the blockchain is that now central registry of ownership not be needed to prove ownership.

Bittrex is an exchange were you can change or sell steem to others currency. It is not an account on steemit.

No, because the hacker sent it to his account first before sending it to bittrex, so bittrex cannot link the money to you.

No. They are not liable. the money would have been moved from you onto his Bittrex account. Bittrex don't know where it's come from. there is a small chance that they can trace it and freeze that account. It really sucks as they won't really care.
