If the HDD crashed probably not, but if the failure was something else, you can always physically remove the HDD and mount it on an external enclosure to copy the data inside.

I've always had good luck with Dell stuff and still have a Dell XPS 17 from 2011 that runs great, but I did ditch the Win 7 OS that it came with in favor of Linux Mint 18.3 LTS.
This certainly is a platform filled with a lot of computer experience, but that could also yield too many opinions, so run whatever you are comfortable with.
Getting a fresh machine is always exiting! Greetings!
