I do think he should have the Power to flag and we should not put limits on that but imo we as a Community ought to encourage all Stemians to show character and be ethical with this option to Flag.
How to show our complete dissatisfaction with a person who is being unethical like this? ? Maybe Unfollow them, I don't know ? Not Flag them , I don't think. Heck, I'm so new I don't even know how to lol
