It only gives away .5SP per new account it sets up. It lets that account borrow 14.5SP through delegation until that user has amassed 15SP. Before Jan 8 thae amount a new account was given as a loan was 30SP, we had such a rush on accounts in the first 2 weeks in January that the amount dropped to 15SP.
