This isn't my area of expertise, so I may be way off but what if it were done as an anonomys pool. You could join a team that has a tip bot, then the tip bot paid out towards a project effort that spanned across multiple people. Sort of like money laundering I think though. A tip goes through then sits off shorevthen is cashed out on a regulated time period to purchase steem and delegate it equally to whoever participates with the bot?
