BRANDAN or Pandan is a kind of plant, from where it is called Pangkalan Dressing, located in West Brandan District in Langkat District government. Langkat district lies in 3014 '& 4013' north latitude, and 93051 '& 98045' east longitude with northern boundaries with the Melaka Strait and D.I.Aceh Province. South bounded by Dati II karo, east with Dati II Deli Serdang, also west with Dati D.I Aceh.
The base on the banks of the Bebalan River that flows into the Melaka Strait Sea, is filled with irregular fishermen's houses, adding to the series and the beauty of the panoramas there. The sea is wavy calm, bayu that sweeps the face, clean, cool and refreshing.
Historically, during the reign of the Netherlands and Japan, Langkat Regency is still a resident and sultanate (royal). The head of government is called Resident and is based in Binjai with Resident of Morry Agesten. Resident has the authority to accompany Sultan Langkat in the field of foreigners only, while for the people of origin or indigenous, in the hands of the Langkat Sultanate.
The Langkat Sultanate was successively occupied by Sultan Haji Musa Almahadamsyah 1865-1892, Sultan Tengku Abdul Aziz Abdul Jalik Rakhmatsyah 1893-1927 and Sultan Mahmud 1927-1945 / 46. Under the government of the Sultanate and the Assistant Resident, the governmental structure is called 'luhak'. Under luhak it is called Vocational (Little King) and District, gradually called Penghulu Balai (Little King of Karo) in the village.
Luhak's government was led by Prince, a vocational government led by a Datuk. The district government was led by a District Chief. For the position of head of vocational and Datuk should be held by the people of origin who had become king in the area. The Sultanate Government in Langkat has been divided into three heads of Luhak.
In early 1942, the power of the Dutch colonial government switched to Japanese rule, but the system of government did not change, only the Residency became SyU, led by Syucokan. Afdeling replaced with Bunsyu led by Bunsyuco. This Japanese rule ended when Indonesian independence was proclaimed on 17-08-1945.
At the beginning of the independence of the Republic of Indonesia, Sumatra was led by a Governor namely Mr.T.M.Hasan, while Langkat regency with residency status with his resident assistant or head of government held by Tengku Amir Hamzah, which was then replaced by Adnan Nur Lubis as the Regent. In 1947-1949, Dutch military aggression I, and II, and Langkat Regency was divided into two.
Namely the government of the State of East Sumatra (NST) which is located in Binjai with the head of the Government Wan Umaruddin and the Unitary State of the Republic of Indonesia based in Pangkalan Gelan, led by Tengku Ubaidulah. Based on Government Regulation No. 7 of 1956, Langkat regency becomes an autonomous region which is entitled to manage its own household with the head of the district (Regent) Netap Bukit.
