I looked through the white paper, I searched online, where does it say the Steam Dollars (SD) will increase 10%.
If it is true, shouldn't all of my savings be in SD since that kind of investment return is super high for something that's guaranteed?

The 10% number is not fixed but defined by the active witnesses. Check https://steemd.com/witnesses for current settings (column APR).
Most witnesses still use the default value of 10%. IMO this is too much.

Guaranteed return in steem dollars - whether or not they maintain their value to fiat or btc is another thing.
