it seems to be a penalty, restrictions to leveling up in a game, like they make it harder for this platform to grow at a normal speed as Youtube and Facebook. It has been a week for me and 100 followers and from 0 to 100, I give Steemit 65.

its almost a game because you have to upvote post which you think are going to be good so you can get curation rewards for the post and usually on smaller account like mine you wont get a lot of curation rewards so there is no point to upvote smaller post besides to help the author directly.
