Looks like a little Steemit bug. I was about 3 years old when this was due. I'd have been glad of the money then to buy some sweets.
Actually I'm glad of anything I get from comments. It's not been so much lately. Don't forget to vote up good comments on your posts. That will encourage people to keep on doing it!
There is the 'minnow bug,' that just rounds small payouts down to 0.
That's why most people don't get anything for comments.

Voting does affect the rep-score, at least ...
I do find that any pending reward under 2c will end up as zero, but I see a lot of comments with no votes at all. A 1% vote is better than nothing
I give out 1% votes a lot too.
