Yes, since you may not have a slider yet to choose vote percentage, like @droucil said 10 full upvotes, over a period of 24 hours, is good enough. Not like there are limitations but you voting power gets depleted as you use it. You can find you voting power meter on the right side of steemd.com/@maad666

However, over time, when you have some steempower, around 500 steem power i think you will have the slider option, so now is the time to power up. You can ask people but then it depends on the person. In community, there are different people. Steemit overall is a loving community, so with good interaction and building connections and friendships you can politely ask for votes. In my case, i don't frown at it, if you asked me
