Like everyone else has said, it really boils down to the steem power of the voter. I too have seen posts with 100 + votes and couldn't believe the tiny payout. The good news is, as we all grow and build our followers we also grow our steem power, one of the reasons I won't power down that part of my account for a long time to come. As our followers and our steem power grows so will our voting power, and the amounts our posts earn. This platform is still in its infancy and for the most part we are all in on the ground floor. Think of it like being some of the first people on Facebook only you're going to see a return without even having to buy stock, or work for the company. Technically we are all owners of steemit and as the platform grows so do we.
