Something to consider, but it takes a bit longer to do. If a comment is really worthy of an upvote leave a note that you visited their blog and left a vote on one of their posts as your vote isn't enough on a comment to go above the dust vote threshold and then link them to a post explaining this threshold. Odds are you will be educating them and you will be giving their blog a boost which everyone loves seeing.
