It's definitely plagiarism IF credits were not given properly. However, if both the sites were managed or written by same author, i do not see a problem here. But if that was me, I'd give post credits even though I have written that article for any different site saying "my content but already posted in so and so blog" .. this is not only a requirement, but professional too.
