Unfortunately, we can mute him but we can't suppress the bloat created. You would think the lack of rewards would discourage it, but this is something on Steemit Inc can resolve.

I guess, this is one of the current vulnerabilities of this blockchain.
Because if you want to harm it, that would be one vector
There are lots of areas for abuse, it is a learning experience as it is still a fairly new technology in this capacity.
