where can i find the rules regarding the benefits of the site developer or website owner?

there must be some benefits to site owner otherwise... why will anybody use this blockchain on his site?

You would be creating a new application which you would define for yourself, if you wanted 99% of the rewards go for it but no one (well maybe a few) would use it.
Consider that developers on steem platform are taking anywhere from 15-25% for their app admin. NO RULES ITS CRYPTO!!
