Honestly, if upvoting was abuse then the rules would not allow it. Likewise, if bidbots were abuse, the rules would not allow it. Now we can argue about whether both of those are good for the future of the platform, current users, etc. But if we decide that they are, then the Steem rules need to change to address them and they need to change in manner that does not have negative unintended consequences. For instance, I've heard some that upvoting your own comments is abuse, but upvoting a comment can put it near the top, especially if you have an older post that you cannot edit. And if you make a comment that adds to a post, why not upvote it the same way you upvote your own posts?
