Question: If Someone Is OBVIOUSLY plagiarising, do we down vote?

My question then becomes, if @cheetah is already aware of this poster's obvious stealing of other people's hard earned writing, do I down vote his post?

I have only down voted one post since I have been on Steemit. I feel it must be a serious offense to receive such a negative mark.
