He's a comment spammer. Was asked to quit spamming the same comment on posts, refused, and was flagged. That simple. Maybe he will learn. Maybe he will end up at negative rep or on cheetah.
Either way he deserves no upvotes for this post. I should just flag it to prevent any profit from his abuse.
