Flagging is the opposite of upvoting. It's essentially a downvote. Downvotes strip your rewards. So if you make 1 potato, someone who's upvote is worth 1 potato can come take your potato away. Flagging also affects your reputation.
It's designed to punish abusers and plagiarists. This guy is abusing his power by flagging / downvoting innocent people
