N.I.B.R. = National Indian Bullion Refinery (who made your pendant) is located in Mumbai, India. They were established in 1970, and here is a quote about them from their website:
We recycle and recover precious metals as (Silver, Gold, Platinum, Palladium, Rhodium, Iridium, Ruthenium) base metals (Copper) from different industry’s waste streams. We put them back in the cycle for a better life.

P.A.M.P. = Produits Artistiques Métaux Précieux is another supplier of precious metals. They're located in Switzerland, and were established in 1977. Perhaps they originated the "Lady Fortuna" design on bullion, according to what appears on their website:

Foremost is PAMP's world-famous 'Lady Fortuna,' the first artistic design ever to decorate precious metals bars.

I'm not sure if they mean Lady Fortuna was the first design to grace their bars, or if they were, indeed, the first company to manufacture precious metal "bars" and this was the design they originally chose. They make it sound like the latter is true, though. I can't find any conclusive evidence as to who created the first-ever precious metal bars for retail consumer purchase.
