I dont think the songs about drugs but about hypocracy and people waving their fingers at others, pot is used as a metaphor in one layer of the song to imply pot smoking as the pot calls the kettle black as everyone is telling eveyone else what they are doing wrong. Lawyers lie and people shed false tears while people that commit minor offences are punished by people doing far worse, or it could be about giant snails. Maynard James Keenan did say marijuana prohibition inspired the lyrics but like all his songs he wants you to interpret them for yourself. lol but cool answer :)
