I got my 50ft ethernet cable in the mail today and wasted no time connecting my PC directly to the modem/router combo. The results have proven to be confusing.
As you can see, upload is where it should be. Download is like a third or so of what I'm paying for. As yet, I'm unsure what explains this. When I tested a wired connection a few days ago with my laptop I got the full rated speed out of it. The 5Ghz 802.11ac adapters come in a day or two, but until then this is what I have to deal with:
It's actually surprisingly unobtrusive. But it still bothers me to have a bare cable running along the edge of the floor like this. It came with brackets I can nail into the wall, but I don't want to put any more holes in the walls than I absolutely have to, being that I rent this place.
Who knows? Maybe this is a fixable software issue or something. Or maybe the wireless adapters will be the secret sauce that fixes everything and gets me the full speed I'm paying for. I hope so. This has been a messy, difficult ordeal so far and I'm eager for it to be over.

It seems weird, even though you're using a wired connection.
I think it is to call the enemy "technical support" to know that it could be wrong.

However, it does look strange since your upload speed is maxed. I wonder if the wireless adapters do the wonder.
If it was wireless, I'd say you aren't getting a good enough signal. When you tested your laptop, was it with the same cable? Because I'm thinking maybe the flat cable is too long and doesn't have enough shielding. There's a reason most cat 5/6 is round. They twist the wires in the cable, preventing crosstalk.
If you did test the laptop with the same cable, then check to make sure the cable isn't going close to any electric wires or anything. Well, do that anyway. Check for anything that could cause noise in the wire.

Contact your network provider and tell them your problem. It seems like the problem is with them.
The bare wires scattered on the floor are uncomfortable @alexbeyman. Inevitably, should be nailed to the wall so as not to interfere. Congratulations to work @alexbeyman.
Well I did not know that just putting your internet had as many complications as you say, well it would be just connect the cable to the laptop and ready enjoy your internet. I just have to lose your luck and do not end up crazy.
Since you've already confirmed its a Cat6 cable, I'd try 2 things:
Change your DNS settings. Almost anything is better than ISP default. I'd try using 8.8.8.8,8.8.4.4 as a baseline to use the Google/Akamai DNS lookup servers. Possibly 1.1.1.1 if you'd like to try a newer optimized service from Cloudflare. Of course this shouldn't affect throughput, really, but its something to check.
Check if the ISP supplied hardware creates a guest network of any kind. This is default behavior for Comcast (granted, that's not your ISP) and may be for other providers as well. While its unlikely to cause such a strong impact, reducing guest wifi networks may help.
Other than that, if you consistently get high speeds on one computer using the exact same hardware for internet connection, and another computer is consistently slower, its possible you may have malware or other nasties on your slower machine. Might try Malwarebytes Anti-Malware in safe mode boot to make sure you're not part of a botnet.
My best guess is that a background program auto updated at the time you were doing the test eating up some of the download speed. Other than that I have no Idea what would cause that.
What is your speed with a known good cable. It could be possible that the new cable is just not capable of running 1Gbps
Cat 5 is good for 100mbps 5e is good for 1000Mbps 6 is good for 10GBps, If I were closer I would use my cable certifier to ensure you are getting 1Gb through the new patch cable.
if you download something via Steam or bittorrent what real download speed are you getting?
I hope that's not the problem. The cable was advertised as 10Gbps capable. It says it's a Cat6.
It should be good then. Unless it is terminated incorrectly. However if it is Cat6 you should be good as there is a + spacer in between the pairs so you should have 0 Cross talk. Can you transfer a large file between 2 machines on the same network?
Didn't you Googled! Sometimes it might has a solution! Actually this cannot be happened! First time I have seen Upload is 3 times bigger than Download :D For me this is impossible! Hope you will find a solution or I will also try!@alexbeyman,

Very good speed, but much different with upload speed. But that's fast enough when I stay. Try replacing the same 5Ghz band 2.4Ghz is indeed a bit lower. But no mistake if in try...

Haven't seen this, download speed is way less then upload speed. Hahaha you don't know what's the problem.
Try to run a speed test. This will let you isolate if the problem is with your router or something further upstream
You may need to call professional help. You might end up wasting too much time trying to figure things out.
