Sure. There is only a "Create Task" button and no "Create Offer" option. My "Dashboard" is empty, however it distinguishes between task and offer.

Oh, now I see. You do an offer to a task. Ok, well, that's not what I've been looking for.
You submit an offer via the task page. So on the front page, click on a task and it opens the task page. You can enter your offer there.
