I don't know what it means precisely. It depends on a lot of things that Steem might be the beginning of. Generally speaking I hope that it means there is no mass overt aggression like warfare between nations or religions. I suspect there will always be a rogue element somewhere but I hope their influence will lessen and the weapons they have available are nullified over time. It would be nice if the principal of non-aggression took root en mass within the human psyche. We'll see.
