NEO-ARISTOCRACY seems a much more tenable term than the dreaded "eugenics". You can feel the weight of the war in the writing and the intense anti communist bent from the times.
This was about the time of the first red scare, it led to the deportation of many anarchists and other people that could still think for themselves.
