До выборов Президента России осталось меньше недели и вовсю идёт борьба за явку. Весь административный ресурс брошен на обеспечение прихода на участки как можно большего количества избирателей. Реальная это борьба или имитация предвыборной кампании в условиях имитации самих выборов?
Точно неизвестно. Большинство экспертов склонны считать борьбу за явку действительно заказанной нынешним режимом для своих нужд. Путину нужно выглядеть легитимным и внутри страны и за её пределами, особенно при усиливающемся давлении со стороны мирового сообщества. Якобы тогда он будет иметь моральное права разговаривать именно от лица страны, а не как захвативший власть в результате попрания Конституции и нарушения многочисленных законов.
Ещё весьма убедительно пишет Сергей Жариков:
валидность того или иного клана напрямую зависит от способности организовать массовку, потому что именно массовость определяет «градус веры», а значит и степень лояльности к грандам (мажоры) со стороны семей, не входящих пока в правящий пул (миноры), но с перспективой туда попасть.
По его мнению, власть в России передаётся исключительно в результате переворота от клана к клану, и власть текущей группировки определяется тем, насколько сильно верят в эту власть россияне. В этом смысле способность привести на участки 70 процентов избирателей будет означать легитимность клана среди конкурентов, а значит никаких перемен в ближайшем будущем не предвидится.
Если эта теория верна, то тогда становятся понятными репрессии в адрес сторонников Алексея Навального, объявившего “забастовку избирателей”, то есть бойкот предстоящих выборов.
Одновременно бросаются все силы на обеспечение явки любыми, как относительно честными, так и противозаконными способами.
Приведу несколько примеров из нашей, костромской области.
Угрозы студентам
Государственный университет, крупнейший вуз региона, воспитатель общежития заставляет студентов юридического (!) факультета идти на голосование: видео подкрепляя свои слова угрозами отчисления от “директора института”:
— Кто голосовал, кто не голосовал — это все отражается. Директор института, он может за это просто отчислить. Ему студенты без активной жизненной позиции на юрфаке не нужны… Тебе что, трудно проголосовать?
Ректор вуза вместо того, чтобы однозначно отмежеваться от такой практики и осудить подчинённую, заявил буквально следующее:
То есть фактически уравнял и ту, кто угрожает, и тех, кто записал видео, и тех, кто обсуждает инцидент. Интересно, эта попытка перевести всё в шутку удастся или нет.
Усматривается состав следующего преступления:
У гражданина РФ есть активное избирательное право - он может прийти на голосование, но одновременно он может и не приходить, и никто не вправе его заставлять. Это объективная сторона преступления. Высказанные угрозы - это действие, препятствующее осуществлению избирательных прав, субъективная сторона - это прямой умысел воспитателя, квалифицированный состав преступления: воспрепятствование соединилось с обманом (если "директор" не в курсе угроз) или дествием в составе группы лиц по предварительному сговору (если "директор" давал такое поручение) и с использованием служебного положения (так как приходила женщина в комнату не как посторонняя гражданка, а именно как “воспитатель” ).
На мой взгляд, налицо все составные части для квалификации её действий как преступления, хотя вряд ли за это накажут, ведь это делалось на благо режима… А сколько таких случаев, которые никто не снял на видео и о которых не рассказано?
Работа УИК
Я работаю в участковой избирательной комиссии, и в этот раз алгоритм подготовки к выборам коренным образом отличается от привычного. Если раньше работником УИК давали задание подписывать приглашения и раскладывать их по почтовым ящикам один раз, за неделю-полторы до дня голосования, то в этом году зазывали на голосование дважды.
Первые листочки мы раскладывались за две недели до 18 марта, в привычном режиме. Там помимо адреса избирательного участка, куда гражданину надлежит прийти, также вручную копируется из общего списка зарегистрированных костромичей фамилия, имя и отчество, а также адрес проживания. Это довольно скучная и отнимающее много времени работа - ведь написать нужно несколько тысяч приглашений. Некоторые комиссии немного автоматизируют работу, и адрес участка наносят с помощью наборной печати, однако реквизиты граждан всё равно приходится выписывать шариковыми ручками.
Повторные приглашения пришлось писать и раздавать за неделю. При этом областная избирательная комиссия просит (или заставляет?) председателей УИК раздавать приглашения костромичам лично, спрашивать о тех, кто живёт на участке, но не прописан - и отправлять данные об общем количестве таких людей наверх. Для чего это делается? Будут масштабные приписки, придут карусели или просто нужны какие-то отчёты для изображения полезной деятельности? Не знаю, но подобный сбор информации о личной жизни избирателей (члены УИК натурально звонят в квартиры, отдают приглашения и спрашивают о тех, кто находится в доме, но не прописан, вызывая справедливое возмущение граждан) меня лично немного напрягают. Сам я конечно же не стал делать ничего подобного (да и зная, что я от оппозиционной партии - мне и не предлагали проводить такую работу).
Двойное приглашение и персональная работа с избирателями, вероятно, также призваны увеличить явку, как и угрозы студентам. О приказах бюджетникам и госслужащим я уже упоминал - они просто обязаны сходить и проголосовать и отзвониться.
Чувствую, сам день голосования будет жарким...

In his opinion, power in Russia is transferred solely as a result of a coup from clan to clan, and the power of the current grouping is determined by how much Russians believe in this power. In this sense, the ability to bring to the polls 70 percent of voters will mean the legitimacy of the clan among the competitors, which means that there will be no changes in the near future.
If this theory is correct, then repression of supporters of Aleksei Navalny, who announced a "strike of voters", that is, a boycott of the forthcoming elections, becomes understandable.
At the same time, every effort is being made to ensure the appearance of any kind, both in a relatively honest and illegal way.
I will give some examples from our, Kostroma region.
Threats to students
The State University, the largest university in the region, the hostel educator forces the students of the legal (!) Faculty to go to the vote: [video] (https://vk.com/video-112149625_456239092) reinforcing their words with threats of deductions from the "director of the institute":
- Who voted, who did not vote - it's all reflected. Director of the institute, he can simply be expelled for this. He does not need students without an active life position on the law faculty ... Is it difficult for you to vote? *
Rector of the university, instead of unequivocally dissociating from this practice and condemning the subordinate, stated literally the following:

That is, in fact, even called the one who threatens, and those who recorded the video, and those who discuss the incident. Interestingly, this attempt to translate everything into a joke will succeed or not.
The composition of the following crime is under examination:

A citizen of the Russian Federation has an active suffrage - he can come to a vote, but at the same time he may not come, and no one has the right to force him. This is the objective side of the crime. The threats are an act that hampers the exercise of electoral rights, the subjective side is the direct intent of the educator, the qualified element of the crime: the obstruction is combined with deception (if the "director" is not aware of the threats) or by a group of persons in a preliminary conspiracy (if "director "gave such an order) and with the use of official position (since the woman came to the room not as an extraneous citizen, namely as a" teacher ").
In my opinion, all components are available to qualify its actions as crimes, although it is unlikely to be punished for this, because it was done for the benefit of the regime ... And how many such cases that no one took on the video and which are not told?
Work of comissions
I work in the precinct election commission, and this time the algorithm for preparing for elections fundamentally differs from the usual. If earlier the PEC employee was given the task to sign invitations and distribute them on mail boxes once, for a week and a half before the voting day, then this year they were called to vote twice.
The first leaves were laid out two weeks before March 18, in the usual mode. There, in addition to the address of the polling station, where the citizen should come, the name, first name and patronymic, as well as the address of residence, are also copied manually from the general list of registered Kostroma citizens. This is quite a boring and time-consuming work - after all, you need to write a few thousand invitations. Some commissions automate the work a little, and the address of the site is made using typing, but the citizens' requisites still need to be written with ballpoint pens.
Repeated invitations had to be written and distributed in a week. At the same time, the regional election commission asks (or forces?) PEC chairmen to give out invitations to Kostroma personally, to ask about those who live on the site, but not registered - and send data on the total number of such people upstairs. What is this for? Will there be large-scale posts, will carousels come, or will we simply need some kind of reports to show useful activity? I do not know, but such a gathering of information about the personal life of voters (PEC members naturally call in apartments, give invitations and ask about those who are in the house, but are not registered, causing just indignation of citizens), I am slightly strained. I myself certainly did not do anything of the sort (and knowing that I was from the opposition party, I was not offered to do such work).
Double invitations and personal work with voters are also likely to increase attendance, as well as threats to students. I already mentioned the orders to state employees and civil servants - they simply have to go and vote and ring.
I feel the voting day itself will be hot ...

Опять эти мантры про явку. Да не нужны никому показатели явки, они во всем мире низкие, нужен хороший процент. Боятся повторения мэрских выборов, когда из-за низкой явки Собянина чуть во второй тур не отправили.
Призывать не ходить - это только увеличивать процент Путина. Единственное разумное сейчас, это призывать голосовать против Путина. Что лучше, снизить явку на 10% или снизить процент Путина на 10%?
Куча людей, которых сейчас заманили на выборы готовы голосовать против, так надо этим воспользоваться и попытаться отправить во второй тур.
